		<description>We certainly do not need more laws or statements of good intent but shallow substance. Instead, as you say, we should apply existing legislation more rigorously. I suggest first a true zero tolerance approach to yobbish behaviour, and second penalties taking the form of unpaid and highly visible work in the community where the offence has been committed so that people can see the culprits making amends. If the probation service does not have the staff to oversee this, then I am sure that enough retired people would volunteer to be supervisors.</description>
